  1 An Act prohibiting the manufacture, possession, shipment,
  2    transportation, or receipt of a multi=burst trigger
  3    activator, and providing penalties.

  1  1    Section 1.  NEW SECTION.  724.1D  Multi=burst trigger
  1  2 activator ==== penalty.
  1  3    1.  As used in this section, "multi=burst trigger activator"
  1  4 means a device designed or redesigned to be attached to a
  1  5 semiautomatic firearm, which enables a firearm to discharge
  1  6 two or more shots in a burst by activating the device, or a
  1  7 manual or power=driven trigger activating device constructed or
  1  8 designed so that when attached to a semiautomatic firearm it
  1  9 increases the rate of the fire of that firearm.  A multi=burst
  1 10 trigger activator includes firearm accessories, parts,
  1 11 and a combination of parts that significantly increase a
  1 12 semiautomatic firearm's rate of fire beyond the standard rate
  1 13 of fire for a semiautomatic firearm.
  1 14    2.  A person shall not manufacture, possess, ship,
  1 15 transport, or receive a multi=burst trigger activator.
  1 16    3.  A person who violates subsection 2 commits a class "D"
  1 17 felony.
  1 18                           EXPLANATION
  1 19 The inclusion of this explanation does not constitute agreement with
  1 20 the explanation's substance by the members of the general assembly.
  1 21    This bill prohibits the manufacture, possession, shipment,
  1 22 transportation, or receipt of a multi=burst trigger activator.
  1 23    The bill defines a multi=burst trigger activator to
  1 24 mean a device designed or redesigned to be attached to a
  1 25 semiautomatic firearm, which enables a firearm to discharge
  1 26 two or more shots in a burst by activating the device, or a
  1 27 manual or power=driven trigger activating device constructed or
  1 28 designed so that when attached to a semiautomatic firearm it
  1 29 increases the rate of the fire of that firearm.  A multi=burst
  1 30 trigger activator includes firearm accessories, parts,
  1 31 and a combination of parts that significantly increase a
  1 32 semiautomatic firearm's rate of fire beyond the standard rate
  1 33 of fire for a semiautomatic firearm.
  1 34    A person who violates the bill commits a class "D" felony.  A
  1 35 class "D" felony is punishable by confinement for no more than
  2  1 five years and a fine of at least $750 but not more than $7,500.
