1		HOUSE RESOLUTION
2		WHEREAS, Millions of families throughout the State of
3		Illinois and the country at large depend on child care programs
4		to provide vital services for our nation's children; and
5		WHEREAS, The expense of quality child care has proven to be
6		a large burden on low income families; and
7		WHEREAS, Although there are many child care grants that are
8		available to low income families, such as the federal Child
9		Care and Development Block Grant, more can be done for these
10		families on the State level; and
11		WHEREAS, Our children deserve the best child care that can
12		be provided to them; therefore, be it
13		RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14		NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15		there is created the Commission to Reform Child Care in
16		Illinois; and be it further
17		RESOLVED, That the Commission shall consist of the
18		following members: 9 members appointed by the Speaker of the
19		House and 8 members appointed by the Minority Leader of the
20		House; and be it further

1		RESOLVED, That the Commission shall study current local and
2		State provisions involving child care and make recommendations
3		to help ensure that there are simple and fair systems to
4		provide quality child care that is affordable for families,
5		especially those on low incomes; and be it further
6		RESOLVED, That the Commission shall develop a legislative
7		and administrative agenda that would effectively address the
8		issues surrounding child care in the State of Illinois; and be
9		it further
10		RESOLVED, That the members of the Commission shall serve
11		without compensation; the Illinois Department of Human
12		Services shall provide administrative support for the
13		Commission; and be it further
14		RESOLVED, That the Commission shall make its final report
15		to the House on or before September 1, 2015.
