1		HOUSE RESOLUTION
2		WHEREAS, The members of the Illinois House of
3		Representatives wish to congratulate David A. Northern, Sr. on
4		receiving the 2015 Most Influential African American of Lake
5		County Award; and
6		WHEREAS, David Northern, Sr. began serving as the Executive
7		Director/Chief Executive Officer of the Lake County Housing
8		Authority in 2008, the first African American to hold the
9		position; he is responsible for the administrative and
10		professional oversight in planning, directing, and
11		coordinating the authority's varied and complex programs; his
12		expertise in affordable housing, his understanding of Lake
13		County and the communities it serves, and his in-depth
14		comprehension of the authority's goals and objectives enable
15		him to meet the ever-increasing challenges of leading an agency
16		that is the 4th-largest in Illinois and serves approximately
17		3,500 families; and
18		WHEREAS, The Most Influential African American of Lake
19		County Award is given to an outstanding individual, or couple,
20		who has shown strong leadership, compassion, and a magnanimous
21		attitude towards their fellow man; this individual, or couple,
22		must have excelled in their field or endeavor and through their
23		means and sphere of influence have improved the quality of life

1		and the conditions of the community in which they live and
2		work; and
3		WHEREAS, David Northern, Sr. has received numerous
4		recognitions throughout his career, including The Graduate of
5		the Last Decade Award in 2004 from Ball State University; a
6		profile in Ebony Magazine's 2004 editorial "30 Leaders Under
7		30"; inclusion in Who's Who In Black Chicago in 2006, 2007, and
8		2010; the Most Influential African Americans of Lake County
9		Award in 2007 and 2010; and the Champion in Housing Award in
10		2010; his various affiliations include national, State, and
11		local housing boards; and
12		WHEREAS, David Northern, Sr. has a Master of Public Affairs
13		from Indiana University and a Bachelor of Science in Accounting
14		from Ball State University; he also holds a Certificate from
15		the University of Maryland for completion of the Executive
16		Education Program in Housing, a Graduate Certificate in Public
17		Management, and a Certificate from the Institute for Innovative
18		Leadership Development; and
19		WHEREAS, David Northern, Sr. will be presented with his
20		award on January 25, 2015 at a celebration in honor of the
21		achievements of African American leadership in the Lake County
22		community; therefore, be it

1		RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2		NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3		congratulate David A. Northern, Sr. on receiving the 2015 Most
4		Influential African American of Lake County Award; and be it
5		further
6		RESOLVED, That a suitable copy of this resolution be
7		presented to David Northern, Sr. as an expression of our esteem
8		and respect.
