AMENDMENT TO HOUSE JOINT RESOLUTION 26
2    AMENDMENT NO. ___. Amend House Joint Resolution 26 by
3deleting everything after the heading and replacing it with
4the following:
5    "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
7SENATE CONCURRING HEREIN, that the End Gun Violence in
8Disproportionately Impacted Areas Task Force is created to
9study, analyze data, make recommendations, and develop policy
10proposals addressing the root causes of violence and resulting
11trauma to drastically reduce gun violence in
12disproportionately impacted areas; and be it further
13    RESOLVED, That the Task Force shall consist of the
14following members who shall serve without compensation:
15        (1) The Executive Director of the Illinois Criminal
16 Justice Information Authority or his or her designee, who

1 shall serve as chair;
2        (2) The Director of the Department of Children and
3 Family Services or his or her designee;
4        (3) The Director of the Department of Commerce and
5 Economic Opportunity or his or her designee, who shall
6 serve as an ex officio, nonvoting, advisory member;
7        (4) The Secretary of the Department of Human Services
8 or his or her designee;
9        (5) The State Superintendent of Education or his or
10 her designee;
11        (6) The Director of the Illinois Housing Development
12 Authority or his or her designee; and
13        (7) The following members appointed by the Governor:
14            (a) One elected county official representing a
15 disproportionately impacted area;
16            (b) One elected state official representing a
17 disproportionately impacted area;
18            (c) One elected federal official representing a
19 disproportionately impacted area;
20            (d) One representative of the Chicago Police
21 Department;
22            (e) One representative of a municipal police
23 department located in a disproportionately impacted
24 area;
25            (f) Two representatives of non-profit
26 organizations with budgets over $1,000,000 that

1 primary work directly on violence reduction;
2            (g) Three representatives of non-profit
3 organizations with budgets under $1,000,000 that
4 primary work directly on violence reduction;
5            (h) Two representatives of non-profit
6 organizations that primarily engage in street level
7 violence reduction and outreach to at-risk
8 individuals;
9            (i) Three members employed by news media
10 organizations in the top five news media markets
11 nationwide as determined by Nielsen Media Research,
12 who live in a disproportionately impacted area;
13            (j) One member employed by a news media
14 organization in Illinois who lives in a
15 disproportionately impacted area; and
16            (k) Ten residents of the state that reside in
17 disproportionately impacted areas that have
18 experienced high rates of gun violence for at least
19 the previous ten years; and be it further
20    RESOLVED, That if a vacancy occurs in the Task Force it
21shall be filled in the same manner as the original
22appointment; and be it further
23    RESOLVED, That the Task Force shall meet at the call of the
24chair; and be it further

1    RESOLVED, That the Illinois Criminal Justice Information
2Authority and the Illinois State Police Division of Justice
3shall provide administrative support for the Task Force; and
4be it further
5    RESOLVED, That the Task Force shall submit its final
6report to the General Assembly no later than December 31,
72026, and upon the filing of the report, the Task Force is
8dissolved; and be it further
9    RESOLVED, That suitable copies of this resolution be
10delivered to the Executive Director of the Illinois Criminal
11Justice Information Authority, the Director of the Department
12of Children and Family Services, the Director of the
13Department of Commerce and Economic Opportunity, the Secretary
14of the Department of Human Services, the State Superintendent
15of Education, the Director of the Illinois Housing Development
16Authority, and the Governor."
