Senator Rodriguez moved the following:
1 Senate Amendment to Amendment (123332) (with title
2 amendment)

4 Between lines 7219 and 7220
5 insert:
6 Section 155. Section 1009.02, Florida Statutes, is created
7 to read:
8 1009.02 Eligibility for educational scholarships upon
9 restoration of voting rights.—Notwithstanding any other
10 provision of this chapter, a person who has had his or her
11 voting rights restored pursuant to s. 4, Art. VI of the State
12 Constitution upon the completion of all terms of his or her
13 sentence for a felony conviction for an offense other than
14 murder or a felony sexual offense is eligible to be awarded any
15 scholarship, grant, or other aid for higher education or
16 vocational training under this chapter so long as he or she
17 meets all other requirements to be awarded the scholarship,
18 grant, or other aid.
19 Section 156. If any provision of this act or an act passed
20 by the Legislature relating to the implementation of s. 4,
21 Article VI of the State Constitution is held to be invalid, the
22 invalidity does not affect the provisions of this act which can
23 be given effect without the invalid provision or application,
24 and to this end this act is severable.

29 and insert:
30 an appropriation; creating s. 1009.02, F.S.;
31 specifying eligibility for educational scholarships,
32 grants, or other aid for persons who have had voting
33 rights restored pursuant to s. 4, Art. VI of the State
34 Constitution; providing for severability; providing
35 effective dates.
